Whistling, salt dumping, sidewalk bowls, kite flying, and camel strolling are just a few examples of the bizarre regulations that California has enacted throughout its history.
Even though we don’t know how this strange rule came to be, Berkeley’s mayor has said that no one is allowed to whistle in the early morning hours for their missing canary in the city of Berkeley unless they have a permit.
